  1. v1.3-LOCKED

    M8 reclassification: layer migrated from L0 to Axis. The spec content is unchanged — L0 was always architecturally orthogonal to L1-L7 and is now grouped with SRS-CAL-001 (Calibration) under the new Axes group in the Vault. The "L0" name is retained throughout the spec body and in cross-references as the established identifier for the Epistemic Containment Layer.

    Imported to the Vault. Supersedes L0-SPEC-001 v1.2-DRAFT.
